Tries to Move When Stopped with Foot on Brake

What would be the most likely cause for the cart to try and move when stopped? Come to a stop light, have foot on the brake and the cart tries to move intermittently. Foot is off the power pedal. '10 g29 YDRE.

It's very possible the brake pedal is somehow pushing slightly on the go pedal or if you have solenoids one of those is bad.
