Won’t Start Without Starting Fluid Runs Fine Once Started

Won’t start without starting fluid but runs fine once started. Brand new carburetor, jets are crystal clear. Someone mind throwing me a bone over here?...please. I’ll send you a Christmas card!

93, I assume it’s the 286cc Kawasaki.
The butterfly is closed when not running but opens slightly when tryin to start. Can’t tell you if it’s operating properly since I have nothing to base it off of.

Ahhh. The pivot arm behind the starter was bent. Now if I feather the gas pedal (a lot) it’ll run but falls on its face when I press and hold the gas pedal.

I have a similar issue with starting on a 1991 DS with 341cc Flathead. Seems like there is no fuel flow, but if I block the airflow to the carb with my hand then it pops off immediately. After it warms up, then runs fine. New carb, cleaned, verified fuel flow and spark, but still issues when cold or sits for a few minutes.
