When is speed adequate

My 2004 club car with regen was reprogrammed for top speed. On level ground it seems to have plenty of power, but on signinicant inclines it slows down drastically. Cart has aftermarket body which weighs 80 pounds, rear steel seat with floor, 80 inch top with windshield. I realize I am not giving any speeds or incline specs, but I have measured the flat speed with gps at 19 mph. I should mention that the cart will not do 19 with 4 adults, about 16 and on the hill in question it drops drastically with two adults-425 lbs total. I realize one of the answers is weight loss. Any thoughts on a very unscientific question?

How slow is it on the hill in question? It's pretty much the nature of a electric cart. If all your batteries are good and connections are clean and tight and nothing is getting hot their's not much you can do without spending some money.

As I said, I realize I am not giving enough information. It wasn't until I went up a street I had never been on before and it crossed a railroad track, that I experience such a reduction in power. My senses felt as if it was about half the normal flat top speed. It may be that it was just a normal reduction in power for the terrain. Batteries are good and automatic charger is kept on whenever cart is not used. In the neighborhood where I live the hills are more rolling than this part of the city, so I may be complaining over nothing. Thanks for the thoughts.
