Wet behind the ears

Hello,
found this forum and had to join. We just purchased a Yamaha gas, I believe it's a G2. It had been lifted with atv tires and wheels. It has a stock motor, previous owner told me it was a Cushman motor. We purchased it with the intent to use as a pit vehicle for our family at the motorcycle races. We've only had it for two weeks and it is a blast. Except that it will not start now, starter turns, faint horn sound and thats it.
Previous owner had a good start but some of his work is suspect. We are planning on trying to get a new/larger motor and some replacement bodywork.
So with that in mind, what should I look out for?
Run from?
Run to?
Avoid?
Modify?
I am completely new, so go ahead and take any potshots, but any and all help will be greatly appreciated.

Found that if I "lever" the starter motor away a little (take up the belt slack) the cart fires right up. How much tension should the belt have?

The starter belt need to be good and tight. Tighten it up enough so the cart start without the belt slipping at all.
