Weak Battery?

2003 E-Z-GO TXT....Seems to not run as long. Fully charged the cart and tested each battery. All were 6.65-6.67 except one...6.38. The set is two years old.... Should I consider this the problem or could there be more to it? Don't have a load tester...
Should I consider replacing just the one battery?

After a full charge and a hour or so of actual run time take the voltage readings again and post your numbers.
