Finished servicing-oil and filter-air filter-tranny fluid, etc. Where might I find instructions for tuning carb, setting governor, etc?
Tune up instructions?

What do you want to do with the governor? Set it back to stock or add some speed? Do a search in the club car gas forum for governor and you should find some posts that talk about the carb and gov adjustments.

One of the 2 carts is sluggish compared to the other. However several of the original 60 I picked from were much faster or much slower.
I just want to determine if all is controlled (the fuel air mixture, timing, etc.) electronically or if I can turn some screws?

Im not sure if the newer club car carbs have mixture adjustments. If they do count the turns it takes to lightly bottom out the mixture adjustment so you know where its at now. Usually they run best with the mixture screw between 3/4 and 1 1/2 tuns out. A worn drive belt can make a big difference in speed and torque.
