tire size and speed

I have a 93 cc gas fe290 with stock tires "18 inch", gov zip tied to just bump rev limiter, and a 200 rpm spring from CCP in drive clutch. I am adding a 8" lift and 23 inch tires in a day or so. Could anyone tell me about how much speed this size tire will gain me running just at the rev limiter?
My top speed right now is 19mph just bumping the rev limiter.. Thanks

I'd say you should see around 22-23 MPH. There's a chart out her some where that shows speed vs tire sizes.
