throttle or engine issues

My 1988 gas powered club car is doing something kind of weird to me. Now I am a first time cart owner so forgive me if I don't seem very smart with this. Basically what happens is u hit the gas and u can hear the engine but the cart just simply wont go. It seems like a air, fuel or throttle issue. Who knows mabey all the above. Has anyone ever run into this issue before? Any help would be greatly appreciated!

When you can hear the engine, is it like idle or does it rev up at all? What happens when you choke it?

If u choke it nothing much happens......yeah u push the gas peddle and sounds like just an idle......I did remove the air box from what I think is the govner and pressed the peddle down and put my hand over the intake and it goes bit it doesn't last long at all

If you can hand choke it and get something, then its a fuel problem. Start from the carb back. Check inline filter. Pull the fuel line off of the carb and crank the engine. The line should push gas, if so, then the carb float is probably stuck. Tap on the bowl of the carb with the butt end of a hammer.

OK I will try that thank u very much. I do want to mention one more thing when I looked at the in line filter it looks like there is hardly any fuel in it at all. I thought that it would be full....does that help or change anything?
