state of charge

Hello,
I just installed an analog state of charge meter. Wired to the first and last battery just like you told me. I charged the batteries for a long time, so they should be fully charged.
My question is: The meter reads like a fuel gauge "E" for empty - "F" for full and then a window after "F" that reads charge.
Probably a stupid ? but could you tell me what this means?
If the batteries were low would it not read "E"?
Thank you.

The meter should go up into the charge area while the cart is charging. Once the charger shuts off the needle should drop to the"F" area
As the batteries become discharged the meter will drop closer to the "E"
