Spark Plugs Fouled

The 96 TXT is still hard to get going. The plugs when pulled are covered with soot.

May be mixture. What is the procedure to do this?

there is no real mixture adjustment on that engine, improper valve clearance and or low compression is a common problem when it comes to hard starting and plug fouling.

nubs nailed it there, rings would be compression and the valves need to be set at .004-.006. what type of plugs are you useing?

If the valves are set correctly and you still only have 125 lls of compression I'd say you have worn rings or valves/seats.
