Should My EZGO Start With Forward and Reverse Switch In Neutral

I have a dumb question. Should the golf cart start when it is put on the NEUTRAL switch position? It's a EZGO gas golf cart with a 2 stroke engine.

I don't believe it should start in neutral. I have a old 79 and it will not turn over at all when its in neutral, only in forward or reverse.
However the previous owners have bypassed a lot of things on this one and I am still working out their problems.

No it shouldn't start in neutral. It sounds like one of the micro switches may be bad in the forward and reverse selector switch.
