I recently purchased a used 1997 36 volt electric Club Car golfcart. Yesterday, I cleaned all of the battery and cable terminals, topped off the water, after charging the cart, and cleaned the batteries. It now seems like the cart runs much faster then it did before I did this work. Is this possible and why would it now be faster?

If the connections were bad, loose, corroded, etc you'll see a difference after cleaning the connections and charging the batteries. If the cables were corroded you should replace them. If the plates were exposed before you filled them with water it will make a huge difference in performance.
