rod-crank clearance

I am rebuilding an old KF-82 from a CC DS. Got a new rod and piston/rings.
My question is what the clearance should be between the crank and the sides
of the rod. I have put everything in the case and the rod is tight against the crank sides.
Have it in the right way, my book says (letters facing a certain direction) and the bottom of the rod is right by the markings on both peices. Turning the crank and holding the rod so it doesn't hit the case walls, it gets tight about half way around, then loosens near the bottom. Don't see or feel any burrs, crank measures spec.

Can I sand this on a flat surface to get a little play in there? I have never seen an engine where the rod is not fully free along it's full stroke.
