Rear wheel frozen?

I purchased three EZGO txt carts Saturday, all need repair. I cannot roll one because of a locked up rear drivers side brake. I have the wheel off and the castle nut and washer off. However I cannot budge the drum, it will not turn or slide off. I have tapped the drum with a hammer to try to dislodge it, no result.
Any one have a idea to get this thing off?

Pull the clevis pin out of the brake lever on the back side of the drum. Sounds like a frozen brake cable.

Well I got it to break loose finally, still stiff but at least it turns.
