I assume you are asking about the factory steering wheel. It is easier if you have a helper to pull tention on one side and with a block of wood against the column and to the bottom of the wheel, hit it with a hammer opposite of the side with your helper pulling. Take the bolt out ahead of time and give it a spray of good penetrating oil and let it soak in, that helps.

Mine was hard to come off at first. I just took a larger hammer and wacked on the back of the steering wheel as close to the center as possible. Popped right off!
