All carts should run a bit slower in reverse unless someone wired something backwards.
You can reverse a1 and a2 wires on the motor. (check for motor sensor first)
I have also seen this on club cars when the tach sensor fails on the motor (motor rpm sensor)
Check for a motor speed sensor first. This is a safety feature
If it has one of these it most likely failed.
If this has a yamaha speed controller it may be bad. I never liked these and I have repaired several of them. (mosfets short out) IRF-Z44 replacements if you want to fix them.
