PDS Troubles

I am working on a 2001 EZGO PDS cart. Model M101, S/N 1444011. When I push on the trottle the solenoid will click in and immediately kick out. My battery voltage is 37.4V. Maybe 1 out of 30 times it will run for 15 seconds before quiting. The diagnostic code says low battery which I know is not true. I have been switching parts from another cart that is working fine. I have switched controllers, solenoid, throttle pot and microswitch under floorboard. I have replaced the wiring harness from the control box to the switch, FR switch. I have switched the RUN-MAINTENACE switch. I have replace the wiring harness from the control box to the throttle pot and microswitch. I have bypassed the on-off switch. I have bypassed the FR switch. I have bypassed the reed switch on the charger receptacle. I have had the motor out and everything test OK. I couple times it would go maybe 100 feet and quit. I am running out if ideas!
Has anyone had this problem? Any ideas what could be happening? What should I try next? Any ideas would be greatly appreciated!

37.4 sounds low on the batteries....What do they read under load ? It sounds like a battery issue...

I took those batteries out of the other cart that was runnung fine. I can't get the cart to run long enough to check voltage then.

Rechecking each battery, I get voltages between 6.21 and 6.24. I could run it through a recharge cycle again.
