par car stops on hills when going slow

this 05 48v par car will climb hills fine if you keep up the speed but if you stop on a hill it can not
start from a stop. Question what do the three relays do. Would love a wiring diagram.

I'd start with testing the batteries. There may be a wiring diagram for your cart in the resource section of the forum.
