OBC or Charger Problem Coming?

I have been keeping my 1996 Club Car electric charged all during the last 2 years of my body make over ( SEE NON LIFTED CARTS ) and am seeing something occuring that may mean problems for me?
Whenever I plug the charger in the meter on charger jumps back and forth for a minute or more before stettling down and charge starting about 15-20 amps? The jumping seems to be getting worse and so I'm wondering if this is a sign of OBC or Charger problems coming?
All battery connections are good ( New batterys, New Cables, New Solenoid and Resistor and Diode ) BUT Original OBC, Original Charger, Charger plug in all cleaned and tight.
Any input, or am I just looking for trouble?
At this point of my body change I wouldn't like to have problems just when I am finally getting it mobile enough to drive some during the rebuild?

It's hard to say if it's the OBC but it's a very good chance it is. Do you have a red or yellow light on the dash?

The cart didnt come with a dash light ( empty hole ) so I cant help you there? The OBC is #101956101 and the club car serial #A9602-481449. It has the original Curtis controller.
Sorry cant give you more info?

You could try cleaning the contacts on the chager plug and the carts chager recepticle. What is your voltage if you place your meter from battery #1 to battery #6? Double check that you have the batteries wired correctly...
