Newbie with a txt dcs cart

Hello,
I have been looking for a sight like this one for over six months. I live in northern Nevada. I am a volunteer for a high school band. I am the fixall guy. The director has a ezgo txt. We use the cart to take all the band and flag stuff out to the football field for home games. Before the end of the season his cart crapped out. I did some searching on the web and was told to remove the motor and test it to find out if it is good. I did this and it did not turn. I talked to a guy that told me that this was not the way to test for motor or controller problems. The batteries are dead and the cart charger does not have enough voltage to charge it. I am doing what I did before and charging two batteries at a time with a 12 volt charger. After looking at your site I see that there are a few other things that coukld be causing the problem I need to look at a diagram to hook it you correctly now that the motor has been in my garage for at least 6 months. The batteries are in prerry good shape and not very old. I downloaded the trouble shooting guide from this site. Im not sure where to start. I can fix gas engines with no problem but have never messed with electric before. I can fix CNC controllers and such after 30 years as a machinist but this cart is new to me. I know that it is a dcs txt 36 volt cart. I could use all the help I can get. There is nobody in this area that can fix electric carts and there are 3 golf courses in this area?

so did you get the cart up to atleast 28v and then plug the charger in, it should charge from that point. Do all the batteries hold a consistent charge? if yes what are the volts? from my experience a electric motor should turn by hand, and in my local town no one excactly works on them but there is a starter and altenator shop that does. electrics can be frustrating but they are also very simple. just don't try to

I put a whole gallon of distilled water in the batteries. I will re-install the motor tonight. I plugged in te cart charger and it did not turn on yet. I could really get into a cart mysef. What does it require to have one that is street legal? This cart that I am working on looks like it could use some larger gage leads for the batteries.
