New Motor and Controller But Golf Cart Doesn't Move

1995 EZGO Medalist golf cart with new Curtis 500 amp controller and a heavy duty solenoid. The motor is getting 37 volts on forward and reverse but doesn't move, or get hot. Solenoid is getting 37 volts on both sides in forward and reverse. Why? No switching happening, however the ignition switch is good and functioning. I'm stumped...

YOUR measuring to batteries the controller switches the negative side it is not being actuated you need several inputs for it to work key sw, obc, foot sw, and others depending on cart
