Need 2 stroke carb?

I have a 1988 single cyl. 2 stroke EZ go and there is a shaft with a spring around it that is hooked up to the whole throttle linkage. This shaft (other than twisting like it should) woobles around a bit. I don't think it is suppose to do that. I have to run the cart with the choke on full or it will not run. I put in a new spark plug, which didn't help, but think that it may be sucking air throught this shaft. So if anyone knows if this is normal for the shaft to wobble please let me know. If the carb is shot, where is a good place that won't soak you for a new carb. Thanks
