Lever From Carburetor to Rear End Transaxle Governor

I changed the stock Club Car engine to 14 horsepower Briggs and Stratton Vanguard V- Twin. The Club Car engine had a lever coming off the carb to the rear end transaxle. What was it's purpose, governor? Do i need to hook it back up?

the lever on the transaxle is the governor for the stock engine, the Briggs has its own governor so there is no need to use it.
