Lester Charger

Hi everyone,
I have a 36 volt Lester charger, with no output. I removed the 6 Mf capacitor and it was zero ohms. I am going to replace the Cap, but I was wondering if anyone out there can tell me the function of this capacitor. The Lester website is good for troubleshooting but not on theory of operation....

There are special multimeters available that test capacitance. I have had to replace one of these before. Not sure exactly what purpose it serves. Mcmaster-Carr part number is 7602K25, or just pick one up at any HVAC or industrial supplier.
