if you jump solenoid and cart doesn't move? we do we go from here?

I had that happen on a club car recently, and it was a controller. I checked voltage going to the controller with the pedal pressed, and I had battery pack voltage with pedal down completely. I had no voltage coming out of the controller at all. I changed the controller, and the cart worked great.
