How To Set Timing on a EZGO 2 stroke 3pg Engine

Anyone out there know how to set the timing on a 91 EZGO 2 stroke 3pg engine? I'm doing the crank seals and the timing is fully to one side so im thinking it could be why its not running right. Is the timing plate supposed to be centered on its mounts? Thanks
