I bought a harley cart i think its a 70. i'm in the process of trying to start it. where the shaft comes out of the motor and the belt go's on is a big round thing that looks like a weight, the belt will turn when i spin the wheel but not the pulley or that weight. if i push the gas pedal the solenoid clicks and it looks like starter might want to turn. should i be able to turn that weight thing?
