Governor on Yamaha gas

Just got a new Yamaha gas cart and it runs 21 mph on the gps. I know how to wire tie the governor but am wondering what Yamaha does to get to street legal. Is it simply adjusting the governor? How much can I adjust the governor to run at full throttle and not have to worry about over reving the engine.

so how do you tie back the governor

I'm going to adjust mine this weekend but they say you need a tac to watch the rpm and you synthetic oil but that's just what I read.
