good batteries, full charge, slow top speed

my 1999 club car 48 volt has 1 year old batteries fully charged and has slow top speed. any suggestions?

Series or regen cart?

How much slower than it was?

Brakes dragging, low tire pressure, poor battery cables or connections, charger not working correctly, batteries need water, etc.

What's the pack voltage after a charge and rest? It should be in the 51v range.
