Golf Cart Will Not Move

Ok guys I'm new to golf carts, but my EZGO golf cart will not move! I did find a loose cable that runs from up by the throttle cable and loops down toward the clutch! Can anyone explain how this would engage the clutch or not. I been working on this all day and I'm getting frustrated!! :mad:

yes that's the governor do hickie. tore mine off. (wasnt hooked up when i got the cart). jack up the back of the cart and run it with seat off. does any of the clutches move?
