Golf Cart Seats

I have stripped down my Club Car and due to rust when I went to take the bolts out of the seat hinge they just snapped off. The bolts are some how attached to the plywood seat base and I would rather not take the cover and foam off- has anyone got any idea how to fix this.
 
Try some penetrating oil and a ezout.

Well in case someone runs into the same problem, don't waste time trying to fix the bolts from the front. I ended up taking the vinyl and foam off and replacing all four bolts. They are nailed into the plywood and glued. Once the vinyl was removed the job was quick and easy.
