G19E Won't start

Just put snow tires on the electric Yamaha g19E without lift kit. Went through 10 inches of snow and turned ignition off. When we tried to turn the ignition back on it would not start. We pushed the cart 20 yards into a covered, heated room without switching the cart into tow mode. We looked under the cart and the undercarriage was packed with snow. We let the cart thaw out for over 24 hours. We checked the fuses and they work fine. The cart will still not move but the reverse beeper works fine. Sometimes, after turning the switch on, cart will move about a quarter inch and shuts off. Cannot hear any clicks when changing from tow mode to run mode. Any Ideas?

The rubber mat on the floor pulls up, take it from around the brak/gas pedal and you will see a plate. Pull it up and you will see the gas pedal and underneath a black switch with two wires. Hold the gas pedal to the floor and flick the button on the switch, do this with the key on and the rear jacked up
