EZGO TXT Steering Issues

EZGO TXT steering issues question Has anyone ever had this problem? Checked all the easy stuff and cant find anything. need some direction.

sorry, it been busy up here in new england. the steering wheel will move ,but the tires don't turn. looks like it may be the steering rack........but forget that. i have a bigger problem. a guy up here has a 1999 ezgo txt dcs cart lifted with an alltrax dcx controller with a stock 36 volt motor. when key is off the resistor get warm. took a closer look and noticed it was burn up. then when you turn the key to on and switch from tow to run the controll fills up with a nice white smoke! so i ordered a new controller/ selenoid and resistor. anything else you guy think i need? i think he try'd to use a 4hp or a 6hp motor with this controller. now he knows better. even thu the old contoller say it right on it.
so just need to replace it.
