EZGO starting problems

My 1991 EZGO golf cart has starting problems. When trying to start it almost sounds like its running on one cylinder. Once it gets going it runs fine until I stop, then it does it again. Heading downhill makes it start quicker.

If it's a 4 cycle engine I'd adjust the valves. There's info in the resource section of the forum for adjusting valves on a EZGO.
