EZGO RXV Clicks When Key Turned But Not When Throttle Pushed

I have a family member with a 2008 EZGO RXV golf cart that only has a solenoid click whenever the key is turned to either Neutral or Forward. It does not move at all or make a solenoid click when the throttle is pushed. The batteries are pretty new and all of the other electronics respond, reverse beeper, horn, lights, etc. "Fuel" guage shows fully charged. We do not recall the solenoid click when turning the key prior to the cart failing to run. Any idea what could create this symptom?
 
The RXVs check everything in the system when you turn on the key. You should get 3 clicks. The system checks the key position, the pedal positions, the beeper function(it will not run with wire cut), it checks the brake function, it checks the motor temp sensor, along with the usual battery state of charge. One of the most common problems is debris under the pedals, try pulling up on the pedals when you turn on the key. If this clears it, sometimes you can blow the trash out with air, or you have to pull up the floor mat and cover plate to gain access to the pedal areas. If this does not clear the problem and all your cables are clean and tight, and no obvious problems, you will have to take it to a dealer that has the programmer to plug in and see what codes it gives. A lot of dealers have not taken to the RXVs as they are more technically challenging to the smaller dealers. Find someone in your area that has the tools and has experience on these. These are my best sellers and the most common problems are bad brake assys, and charge plugs. The cart will tell us what is wrong most of the time, as with any electronics, sometimes it gives false or multiple codes that can lead us astray. That is where experience comes in handy. A prime example is I get a code of E Dump, I know that rats have chewed the grey wire into under the controller. I am in a rural area ands have lots of customers who have lake lots or weekend getaways where the carts sit idle for weeks, months. That being said I recommend putting something like TomCat rat posion blocks in the area of the controller if the carts sits outside anywhere. I suspect the vinyl coating on the wires are vegetable based, and tasty!!

Thank you very much for the information. I will check for debris around the pedal. This does make sense, because all the other electronics appear to work.
