My battery pack voltage appears to be good checked all terminals and cleaned them. What is making my EZGO Marathon golf cart shutter from a dead stop?

What years is the cart? Is it resistor or controller cart? What was the individual battery voltages with and with out a load when you tested them?

It's a controller cart 93 model. I checked total battery pack voltage and it was 38.6 volts after charge and the golf cart was sitting for a while before testing.

To rule out the batteries you'll need to check them with a load tester or check each one with a digital meter while driving the cart to see how low they're each dropping in voltage under load. What usually causes a electric golf cart to shutter under acceleration is low battery voltage.
