EZGO Golf Cart with 14 Inch Lift

I just traded for a 83 EZGO golf cart with a 2 stroke, 14 inches of lift and 14 inch wheels. The man I got it from said he had never cleaned out the muffler, he drove it for 10 years. How often does the muffler need to be cleaned out? The golf cart is a little slow to start and doesn't seem to reach top rpm as much as the last golf cart I had. Could this be a sign of simply a dirty muffler?
Also is there a simple fix for the duct work between air box and carburetor on one with this much lift it keeps popping apart?
