Electrical issue, need help to find out why the ceramic fuse blow

I have custom build (motorcycle) 48v with Curtis 1268 54XX controller, the ceramic fuse blow sometime when I start driving uphill and sometime after 3 minutes driving.
I used a golf cart motor and controller to build it.
 
Can it damage to the controller to go with 20 amp? Is that fuse allow more current flow or higher voltage?
 
I think the controller is trying to provide more current to field going up the hill. 10 amp fuse is not enough. Fairplay golf cars have a curtis 1268-5403 and they had a similar problem and a 20 amp fuse cures it. That is the only thing I can suggest being I cannot do any testing over the internet. My test leads just don't go that far.
