Cushman help

I have a 24v Cushman .When I plug in the charger I hear a clicking sound and thats about it.The individual battery voltage reads 5.5 and and overall they read 22.5. I see no change in voltage when the charger is plugged in.
Has anyone run into this problem

Can you hear the charger hum when it's plugged in?

No humm -just clicks once.I had a meter on the batteries and did not see any change in voltage -they are at 22.5V
