Could a Faulty Forward/Reverse Switch Cause Solenoid Not To Click?

We have a 1991 EZGO Marathon 36volt. Recently we have replaced the batteries, solenoid, potentiometer, controller, f/r switch, key ignition assembly and added in some lighting. Well we still can’t get the solenoid to click. We just tested the motor with a 12 volt battery and it works great. Could a faulty f/r switch cause a solenoid not to click? Can someone check our wiring please?

Measure and see if you're getting 36 volts at the solenoid coil when you try to go. If not start going back through the circuit until you find the problem
