Clutch "slips" when under load

Wel first post. All info I have gotten here has been great but I am now stuck.I have a G5 Sun Clasic cart that I have been fighting. Looses all power when going uphill and "bucks" like th e clutch is slipping. Runs great on flat ground just up hills and a little at start from dead stop, tried new belt no change. Then I took the cover off clutch and watched it while trying to load on a tilt trailer. Looks like the drive clutch is actually pulling apart too let the belt slip. Inside of clutch is good. Could this just be weights are bad and not holding it together under stress?

Take the belt off push the front in about an inch or so--wiggle like you would to check wheel bearings. If you have more than a little movement--rebuild or replace!
