Is it hitting the rev limiter or does it cut out at any speed?

how can I check if it is hitting limiter ? When going down driveway engine cuts out with gas pedal all the way down. When I start up other side engine comes on and runs fine?

Engine is not missing it cuts out completly, only going down hill

no adjustment, larger rear tires would gain you some more speed if thats what your looking for. but you would loose some of the torque for climbing etc.
