club car wont move

1997 club car that has been converted to 48 regen, i think !! F/R is a rocker switch but no tow/run switch!! turn key on solenoid clicks but no go , what next?

Did this cart ever run since you have had it? It will be hard to figure out without seeing it if the wiring isnt stock.
