Club Car Rear Wheel Binding

I have a 1996 Club Car golf cart and when turning either rear wheel by hand the wheel has a pretty significate binding spot once every 360 degrees. If I loosen the lugs a small amout, a quarter turn only the bind goes away. Removing the drum I can find no marks from anything scraping. By turning the brake adjuster all the way in the bind disappers, then pumping the brake pedal till the adjuster stops clicking the bind is back. This golf cart may have sat for a period of time. The brake shoe assemblies appear to float freely. What puzzles me is by loosing the lug nuts a quarter turn the wheel turns as it should even with the brakes adjusted out by the brake pedal. Any suggestions.

Thanks for the reply, I had thought perhaps the drums were out of round because the car had been stored for an unknown time with the parking brake set. I will check for bent axles and the wheel wobble. Both rear wheels have the bind in them and that leads me to think the axles are not the problem rather it is in the brakes somehow. Also I cannot find a rub mark on the brake drum other than what is expected from the brake shoes.
