A friend of mine has a problem with a Club Car and the headlights do not work. The switch was corroded and the terminal came off the switch when I tried to remove the wire. I replaced the switch with a single pole up/dn and the headlights did not come on when I turned the switch on. But the lights did come on after about 3 minutes. Is there a relay for the headlights somewhere in that mess behind the dash?

Some have relays and some don't. It all depends on who wired the lights. Seeing how they do come on eventually is should be pretty easy to find the problem.
