Club Car Golf Cart Clicks But Doesn't Turn Over Or Start

89 Club Car 4 stroke golf cart, when you push the gas pedal, you can hear clicking coming from the solenoid, but the engine doesn't turn over at all and doesn't start. Anyone know what the problem is?

do you know how to run the cart in maint. mode ?
