Club Car Electric Golf Cart Troubleshooting

Need help with Club Car electric golf cart troubleshooting. My battery charger works good , cart clicks , on board comp pin 6 should send 30v to controller but is zero signal is called powerdown, is that telling my controller to not make cart run or is controller bad? 1999 regen 2
