So, I have a 2002-2003 Club Car electric golf cart, and I am having some issues with the cart surging consistently. I just load tested the batteries (Trojan 8volts) and they all checked out fine. The charging system works fine, but what happens is as soon as you put the pedal to the floor, the cart surges and loses power, but rebounds and drives slower even with pedal to the floor. What are some things for me to check?

To add to what Tom said, I've seen a bad speed sensor on the motor cause this. Also a bad controller can cause it. If the batteries tested good and all cable connections are good pull the speed sensor from the end of the motor and see if the magnet is loose or busted.
