Club Car 48V intermittant running problem

I have a 97 48v Club Car (Quail Chase), serial number A9730-588581, that started intermittantly either not starting at all early this spring, or simply shutting down while driving. I loosened, then retightened every nut and bolt I could find and the cart started performing nearly 100%. However, these past couple of weeks, the problem has cropped back up, and is even worse. No amount of loosening and retightening the nuts and bolts has helped. The batteries are three years old at the most and have good charges. I have no service manual for this cart. Turning the key engages the solenoid every time. When the problem occurs, sometimes the cart will creep forward ever so slightly, or most likely, not move at all. Eventually, after turning the key on and off numerous times the cart will start going again, but only for short distances. Choosing forward or reverse has the same effect. Does anybody have any suggestions?

Turning the key should not engage the solenoid. This should only engage when pressing the accelarator pedal (with the key turned on). First quess is the pedal adjustment is out resulting in the micro switch in the potentiometer remaining closed even at rest. The inconsistant performance could be a faulty potentiometer. Is your pot. under the pedal cluster (rectangular black box) or next to #5 battery (black, slice of cake shaped, box)?
 
Thanks for the reply. The Pot is V shape. I have done a bit of troubleshooting with some 98 cart prints, and although about 85-90% the same as a 97 cart, I have been able to do some voltage and continuity checks, I am close to replacing the solenoid though to see what happens: hopefully will be the cheaper way to go for now.
 
check the color of your controller if its the black one that might be your problem...............
