I wouldn't use PayPal Family and friends unless it's someone you know and trust or the seller is a trusted forum member.

Scammers love the “Family and Friends” option because if you use that there is no way to get your money back. Unless it’s someone you personally know you should never use that option on PayPal, if someone wants to do that most likely they are a scammer.
